Um...do you guys notice that Hope's hair looks like complete shit during gameplay
and the characters in the background during gameplay look pretty shitty too.

Not sure why, but there is an odd filtering effect that comes through with fine edged objects and surfaces that gets uglier with distance. It basically looks like the edges are dotted. Its not that his hair looks bad. Its evident everywhere if you look. Not really a problem in motion

Oh okay then.

It's some weird dithering effect. Not quite sure why they're using it.

yeah its a bit like dithering. It may have been put in to make furry surfaces look more...furry. But at this point its not helping with the hair. Maybe they will work it out, I didnt really notice it much in motion, so its not a big deal
Great! 720p looks gorgeous yes..thanks. And yes, i;'ve noticed the dges look sort of weird like dotted and grainy. That dithering is becoming stranger and stranger!

It's caused by using "alpha to coverage" to deal with alpha (transparency) in textures. It affects the hair the most, because it has a ton of alpha in it.
I think they use it because proper alpha is really hard to mix with the lighting that they're using in the game.
i wonder how vanille triggers her 'fishing rod' attacks. i noticed that the 4 red spikes at the tip of her weapon disappears when the 4 metal wires come out. where did they go?

They're the tips of the wires, kind of like fishing hooks
