To me it looks like Vaan is dancing with Ashe. Which is weird because in the game they never held hands or even indicated any hint of feeling for each other. In fact, I got the impression that Ashe was a bitchy, stuck-up princess for most of the game and she was mean to people. "Don't interrupt me, Vaan!"
So conceptually speaking, I think the developers originally meant for some kind of sappy love story between Vaan and Ashe, but at the last minute decided it would be too cliche and overdone, so abandoned the concept and let IVALICE be the main star of the game. And since the story was political in nature and not character-driven, a certain segment of players failed to comprehend it and were like "ZOMG this game has no story, it was a letdown," because they were unused to plot-driven, non-linear MMO simulation as opposed to a linear, character-driven FFX-style game.
Seriously though, that above pic, which is highly conceptual in nature, is the only scene where Vaan and Ashe show that kind of friendship. I know it's hard to make out, but to me it looks like Vaan is holding one hand with Ashe, and they're like half-dancing or something. It was hinted in the game that the Penelo character was Vaan's love-interest, although she was more like a childhood friend / sister character to him.
Still, I would've loved it to see Vaan get together with Ashe. Unfortunately, that scene in the Garamscythe waterway where "Amalia" jumps from the soldiers and Vaan catches her is like the closest he ever got with Ashe.

personally i think Ashe and Basch love relationship was best not Vaan and Ashe i thought Vaan was a dumb character to be honest.

actually Ashe's love interest was Balthier not Basch, she had feelings for Balthier a couple of times during the game but she didn't act on them cus she was a princess and he was a sky priate, and they also share a moment in Revenant Wings which was a much better game than XII itself.

she ends up with basch at the end so im thinking she mostly likes Basch not Balthier. i mean Balthier would have been the cooler love choice but Ashe and Basch are were destined to be together
loved XII. I never understood why other people didn't.
I loved it too, but it was different than other FF games and it was overrated.
As for the concept art I know that in the past some magazines/fansites confused Penelo with Ashe, but maybe it was Penelo in that artwork.

but yeah, FFXII as we know has no love story...though if i was to choose i would couple Vaan and Ashe, i dont know why...i just cant see her with any other character
i know ashe was a complete condescending bitch but you gotta admit, she was A LOT less annoying than vaan, penelo, and all the kids in that game (you know them kids got fucked by migelo)

I'd rather fuck Vaan, Penelo, and Kytes than Ashe. In fact Vaan and Penelo stayed quiet so I don't see how they were annoying, just an extra helping hand for battles.
Wait a minute, the game DID have a love story. Ashe + Rassler. Ashe married Rassler in the opening FMV...and he also dies in the opening FMV LOL. No wonder nobody remembers him. I guess in most games you expect the love story to occur during the events of the game. In this case, it was a tragedy from the beginning. Rassler's ghost or Occurian doppelganger or whatever follows Ashe all the way to the Sun Cryst, so by that time they have to stop Vayne, and thereafter Ashe becomes Queen and doesn't have time to dawdle around with the common folk, so I guess she never got her chance to three-way tag-team Vaan, Basch, and Balthier.
