Is it possible to get 100/99 whatever the limit was of any spell? Uh, yes, quite easily if you have the time. If you want lots of powerful spells quickly, when you get the Ragnarok wander around the Islands Closest to Heaven and Hell with No Encounters junctioned, pressing X as you go. There are heaps of hidden draw points with spells like Ultima, Full-Life, Tornado, Flare, etc. and by the time you've done a lap of the island most of them have refilled. Until you can get there it's not really worth the effort trying to get the maximum of any other spells. Just have one character dedicated to drawing in battle (more if there are some good spells up for grabs) while the other two actually battle and then share the magic out afterwards. You don't really need to use spells in battle if you can junction well (other than stuff like Scan, which is useless for junctioning anyway). Physical attacks and GFs are the best way to go, and you get a regular salary so you've always got enough money to buy Potions/Phoenix Downs/Remedies so no real need to use curative magic.

I didn't find it any more tedious than the levelling up it substitutes for. In fact, with the above tip, it's actually less tiring. Remember that in VIII it's an advantage to remain at a lower level and up your stats using junctioning.

Hey, ya your theory makes sense, but I'm one of those FF gamers who likes to play a perfect desire game. I am currently more interested with your last sentence, why is it an advantage to remain at low level?

Because in FFVIII, your enemies are at the same level as your average party level. If your average party level is 15, your enemies will be about that level, regardless of what they are/where they are in the game. If your average level is 80, it's likewise. Unlike other games in the series where you have areas with low level monsters that you go through early in the game and then ones with a higher level later on, the levels of your enemies in VIII change everywhere depending on party level (except maybe in the two Islands, they're pretty powerful whatever your level is and I've never scanned anything there to check).

As always, if your enemies are at a lower level they will have lower stats and will be easier to defeat. As you can raise your stats through good junctioning, there's really no need to try and get to a higher level. That's why in VIII you don't have to waste time levelling up, you have to waste time drawing magic or converting it from items (also very good way to do it, why spend ages drawing 20 Aeroes when you can steal a Windmill and get 20? - or whatever it is).

The only advantage to being a higher level is that, in some cases, random encounters drop/can get stolen a rarer item more frequently.

EDIT: And this is why it's easy to level up in VIII.
