It gives the game a more childish and innocent feel. Which is ironic because at it's core FFIX is one of the most mature and true entries to the series.
If you read into it, you will get alot out of the game. Ignore the purposeful dumbing down in some parts (e.g. the Black Mages at Cleyra) because you've got to remember that this game is for younger audiences too (and with good reason to be, this game affixes some good moral influence to the young that play it).
