Ive come across this scan which is meant to be a little booklet thing that was handed out during TGS. Some random Japanese site (Forgot the name :/) Has taken this photo of it:

Yeah i couldnt figure out who he was either but then my brother pointed him out straight away. It's still kinda hard to tell exactly though.

even though, Yve'noile and the rest of the dawn madians aren't blonde nor are some of the civilans. BUT the important ones are!
