The character limit was put in place to stop the amount of short replies in the Serious and Versus forums. Replies like "probably" and "yeah" kept getting posted so a character limit was enforced. It's only 25 characters (including spaces) so it's not hard to fill. The limit is a forum-wide function and we can't select individual forums for it to affect. It's a better alternative than banning people for spamming which some places do.
and the off-topic section is the spam section? just put UFUENOUENGOWGN after ur text if u want it posted. Its spam anyway, meaningless. Especially your posts. Harshness.

Thats cool! Yeah. Sometimes it bothers me and makes me type more and makes me think of more reasons to talk about so its cool to me.
