This mysterious purple-haired man is more like Yaag Rosch to me than Cid Rains. However, I doubt he is going to be one of them he will be a new character. But I am somehow sure that he is strongly connected to all of these Pulse, Etro, Bahumot and Fang.
And I also believe that Lindzei (creator of Cocoon) is still alive and he is going come back to defeat Etro and protect the true maker of (Pulse, Lindzei and Etro). He was never defeated by Lightning's party in XIII or even by Ragnarok he just left Cocoon from what I have read and I don't know where on the pulse he is now lol.
As for these two Cocoon Fal'Cie (Orphan and Barthandelus) I am sure that their story is over since they were both deafted by party and Ragnarok. So there is no need for the developers team to bring them back to life again, they should only focus on Etro and Lindzei.
And I really hope that Fang and Vanille will have no role at all this time in XIII-2 cause I"m really fed up with them in XIII they were the main characters and they really ruined XIII to me.
And I really hope this time the story's focus will be on Lightning, the purple-haired man, Etro and Lindzei.
Fang and Vanille had ALOT to do with XIII's plot, so they will most likely be in XIII-2 in some kind of way.
As for PHG(Purple Haired Guy), he looks like a Pulsian. I think he might have a connection to Fang because of his appearance and him being Lightning's rival makes me think he works for Lindzei or something.
i want to see Rosch in this sequel.
besides, the cutscene where he dies is not entirely clear.

So what I've gathered from everyones' posts is that this man is Ragnarok, Bahamut, and Orphan's first form male as a human put into one. Created by Fang and Vanille's lesbian love, and miraculously isn't half ginger.
And some mythology stuff...

Because he's there to fill Lightning's sad and lonely hole.
He will help her overcome her feelings of inadequacy. Of course, it will be the other extreme of "You are good at everything you do" and he'll fill her head with mindless, overdone praise.
And people will still love it.

When I first saw him I thought he was a Pulsian because of what he's wearing obviously.
Someone on a different site was talking about how there are Pulsians living underground on Pulse. Like a whole civilization. I dont know if thats true or not but I guess its an idea?
I never realized how much he looks like Fang until you guys mentioned it, lol! I feel stupid now :/

Why feel stupid? I don't think he looks like Fang at all. Clearly he is Cid Raines, probably under the guise of Mid Laines. If not that then Ragnarok in human form, making him the lesbian love child of Fang and Vanille.
