They did the same thing with Final Fantasy XIII. The first graphics we saw for that were not what the finished product looked like. And they continued to change for a while.

Still seems like a rather stupid move to me... Though I now (completely arbitrarily) suspect it's one of the trailers that was shown in the closed theatres earlier, because they're too lazy to make a new one.
That or Whip is right, and they're not sure how to break the news, so they're stalling like some nervous twat who never dumped anyone before.

This is nothing new Bioware does something similar for there trailers and demo presentation showing audience month old models of the game. Probably for the time to show the final product they can dazzle the fans by how "far" the graphics have improved from the previous trailers.

You're comparing apples and oranges here. BioWare gives fans a lot more details for their games than Square has for Versus.
I've seen tons of videos for Dragon Age II that showcase it's new battle system, improved graphics, storyine, etc. Square has given no new information on Versus for years now. And to be honest, I'm more excited for Dragon Age II now because of it.
Edit: I can understand the strategy, but it doesn't work if you're teasing people for four, five years.
