I recommend debuffing them, but I hear they relieve those ailments fast. I can't quite remember since I was I beat the Tonberry with no troubles at all.
Walked in with Exploitation, Smart Bomb, then Cerebus.
I used smokes, built up a 999 chain, summoned Odin and used Zantetsuken. Then I polished off the last one and ta-daa. Doesn't even take two minutes.
This. You can blow up two easily before the pre-emptive stagger drops or you could cast quake to get a stagger on all 3. If you really want to start 5 staring missions you will need to use smokes and play VERY aggressively.

I used Light/Fang/Vanille as 3 Commandos, but Lightning has her Omega Weapon (from Lionheart), so she's got the Quick Stagger. Fang has her Venus Gospel (from the Taming Pole), which is a Stagger Lock weapon, but with the Champion's Badge she gets the Random: Instant Stagger Ability.
Vanille's just there as a third Commando because she fires off Ruin spells like it's nobody's business, and they do decent damage. I got lots of random staggers, and beat the three Tonberries in 33 seconds. It's not a fool-proof method by any means though, I got lucky with those staggers.
My party was Fang, Light, and Hope. I entered using every smoke with Relentless Assault. Light and Hope shoulda' staggered the Tonberries then just use Blitzx3(If you have 6 ATB) then switched to Aggression and repeat. But if you don't stagger them in time, just reset the battle and blah blah.
I had trouble with them until I tried the pre-emptive + Quake strategy. Use Decepticol for easy pre-emptive, though you can ambush them without it too.
I beat them easily right after the endgame. Used Lightning, Hope, Fang.
Used all of the applicable shrouds (all but Ethersol) and got a preemptive strike. Kept my party in Relentless Assault from start to finish. Used Quake to stagger all three at the very beginning, then just took them out one at a time. Beat the first two and had the third one nearly killed off before stagger wore off.
You could change to Aggression once the stagger percent gets close to 999 for the Tonberry you're attacking, but in the end the time spent changing Paradigms is probably best off just spent attacking in Relentless Assault since you'll want to change back when you switch targets.
Also, the two shrouds beside Decepticol aren't necessary, but they make things go quicker which is better since you want to do as much as possible before stagger wears off. Hell, Decepticol isn't necessary, but it's frustrating trying to get a preemptive strike on them without it.

Deceptisol shouldn't be used, but I didn't see these guys as much of a threat. COM/RAV/SYN if you need to buff your Party Members (Protectra and Shellra are some of the best spells in Fang's role).
I use sab/sab/syn first to debuff the tonberry's and buff my chars
then I switch to com/rav/rav which will stagger them and then the battle's over pretty quickly.
Agression is your best bet for beating these lil trouble makers. If u can ambush them all the better. Just go all out and try to kill two of em before the third can do a second or third grudge. Using debuffs can help before they use their first grudge then after that they start to become more resistant with each grudge they do. If I decide to do it without the pre-empt I cast dubuffs on at least one, they are also susceptible to daze which can slow them down a bit, then change to relentless assault. Saying that, I usually don`t debuff them or if I do, don`t debuff more than one because when I face them my party is sufficiently strong to take em all out before they take my team out. Like I say it`s sheer agression which will have u triumph over the tonberries. If ur still struggling tho u may need to power level some more.
