Isn't that Saint Mark's Basilica in the background? That's in Venice, Italy. There are a few differences from the one in real life (the one in the game screenshot doesn't have any religious murals on it) but architecture wise, it's the same building. there was an interview with nomura. and he said that the game have inspirations of modern/future italy and tokyo.. and the guys that is sitting around the big table, is an organization like the Italian mafia... or something like that

But that screen shot was from one of the first Famitsu blowouts.
