If Nomura hasn't lost his mind, then I think they're supposed to be symbolic of her origins. You'll notice they greatly resemble her XIII outfit.
You know, I originally thought that she looked like she fell out of Kingdom Hearts. Now I feel like she's supposed to bridge the gap between character and fans by looking like a cosplayer.

Talk about trying too hard. She comes across as your stereotypical cliche villain; overwrought with black leather, oversize collar, I don't even know what the hell those flaps are.
Personally I don't think Nomura felt like trying. He just read the latest chapter for Bleach and decided to go off from there and said, "Here. The end. I'm busy with Noctis for the next 5 years so bugger off."
I'll say it again, I kind of like it, and I kind of like that the white cloth parts on the sides are reminiscent of her first costume, obviously intentionally. I can't wait to see the others of course, because I love variety. But yeah, totally OK with this.
