It'a from a show from the 70's, there's this French guy advertising Hot Gossip cereal. Hot Gossip was a dance group in the 70's known for having incredibly sexual dances.

He was making a joke about the Rice Krispies/Bubbles slogan "Snap, Crackle, Pop". Because Hot Gossip have dirty dances, the HG cereal "Bumps and Grinds".
