Most Final Fantasy game has at least one unique summon that is only found in that game and no other game in the series. I know there are more but i'll just mention 1 as a example to get my point across.
For example,
FF4 -Asura
FF5 -Syldra
FF6 -Ragnarok
FF7 -Knights of the Round
FF8 -Eden
FF9 -Ark
FF10 -Anima
FF12 -Zodiark
Now what would be the unique summon(s) in FF13 that no other game has yet to have?
Or is it the first game in the series to break the tradition of including a new summon(s)?

You're forgetting a few! I'll let that slide though since you seem to specifically be pointing out mostly the ultimate summons.
I'm afraid that this might be the game to break the habit of a new playable summon, since I don't see an 'ultimate' summon being a distinct possibility (at least for the player). If every character has only one summon, chances are that there's going to be some kind of balance between them making them all pretty useful. So, this sorta eliminates the need for a unique summon for this game.

They've said (at GC) that more summons would be revealed in the future, allong with some new ones.

^There's always the possibility for optional summons that can be used by everyone...

yeah, there could be optional summons you could get later on. Perhaps each character may get two? one earlier on and then one that's more powerful later, or there could just be some random optional ones that you could get access to. Who knows! but I'm almost willing to bet that lightning at least gets access to another one eventually, lol.

It's hard to say if there are really going to be new ones. A nice ultimate celestial crazy one would be pwnage. The name "Celestial"! :P

Maybe if all your party members in a fight put their powers together that will summon a different one. And then it will depend on who you have in your group wich summons you can use when you mix powers. Just a crazy thought their, but hey who knows

Optional summons are definitely a possible option! I'd love to see some secret summons. But I'm pretty sure it was explicitly stated that each character would only have one. Still, that sort of vague comment definitely doesn't destroy the possibility of summons for everyone, optional summons, etc. Because as far as I know, this would be the first final fantasy (in a long line of tradition) to break the habit of having exceptional summons. Zodiark, Anima Yojimbo and the Magus Sisters, Ark and Madeen, Eden, Knights of the Round, etc. etc.

^I seem to remember it being stated that every character will have one summon, but I can't remember any, "just"s or "only"s, I think and hope that it's: Every character will get at least one.

Had not read it that way, but you could very well be correct! At the very least, I'll join you in hoping that characters can get multiple summons. I imagine though that if they do get multiple summons, they will still have to be character specific, unless these optional summons don't get a gestalt mode! I don't mind that, personally. Character specific summons are cool!

Technically it's 2 summons if you consider their gestalt mode to pack an extra punch and a diverse side to them. :O
