I was wandering that since every series after FF6 had over powering attack.
Also i kind of like the "overclocking" thing if it was only for one character slowing time.
It sounds like a graphical terminology "overclocking".

Im sure that there will be a limit break/overdrive system on ff13. Interface doent show any evidences of that ( maybe that bar avobe). Or maybe it will be like ff8īs.

Why of course? X-2 didn't have any.
And special dresspheres don't count.

A special dressphere would be more akin to an overpowered special CLASS, not an attack. Those dresspheres were pretty much gimmicks, most people I know (including myself), and a bit of research, show that not many people even used them unless it was absolutely necessary.
If we're talking about spheres being overpowered, we may as well say that the Mascot is the ultimate overpowered/special sphere, since it's pretty much stronger than anything else apart from a catnipped gunner.

Think about the electric bolts charging around Lightning that let her defy gravity. Maybe she can't click her fingers together to activate the ability all the time, just when she goes into her "limit break overclock trance". This could explain why we have yet to see her in battle using this trick. Square-Enix doesn't want us to see an overclock action, yet. Ergo, no zappy footage.

Please point out the geekspeak for me. He's only reciting general X-2 knowledge :aldo: Team of catnipped gunners = death ray
But from the latest battle screens, we can see they have implemented something named "bonus". Though, this might have something to do with exp, but it might as well be some sort of value in damage calculation, say you do 1200 damage (without bonus) and you have 108% bonus, you do an additional 96 damage for a total of 1296 (1200+1.08). If you've got just 93% bonus, you do 1116 damage instead (1200+0.93).
Another theory I've got, you do the bonus attack once when you want to, the calculation would still be (dmg calc'd)x(%/100)=bonus'd attack, but the bonus resets back to 100% once you've used it. After that, you'll have to wait for it to build back up again.

I fail to see how looking at a few threads on the subject on Gamefaqs a year ago makes me a geek now.
