Upon registering at this site when signing up for a username
If new user's name contains "noctis" a message will pop up and say that the name is already taken.

It won't account for things like N~O~C~T~I~S, and I don't know anything about WEB programming. But I know Java pretty well. And there are ways to get around the example I just used at least in Java.
