Tactics anyone?

i'm sorry but i didn't notice any place for tactics stuff so i posted here. anyway i've got a few questions pertaining war of the lions i was hoping somone here could help me. first well this might sound stupid but why can't i get cloud to use any of his soldier skills? second what is the point of the onion knight? third why can't i get my game hunter to master his job?

Did u get cloud's materia blade? and onion knight gets stronger the more classes you master
