I wouldn't be so sure of that. There isn't 60min of 2008 footage of FFXIII to go around.

If we assume that the DKSigma trailer and the TGS trailer are each 5 minutes, that leaves us with 50 minutes to go.

The Nomura documentary could either be 15 minutes or 30 minutes, (http://finalfantasy-xiii.net/forums/showpost.php?p=119216&postcount=1) depending on whether they're willing to show us the things they wanted hidden last time or not. Even if we assume that it's 30 minutes, though (which means much more gameplay), that still leaves us with 20 minutes.

The problem is, of course, that the DKSigma trailer and the TGS trailer are the only two 2008 trailers that they could show. They might be able to get away with calling last year's Jump Festa "2008," since that's how JF is numbered, but that would still leave 15 minutes.

To go back further than that, we have, in increasing order of outdatedness:
- TGS '07, which was also shown at E3 '08, but has been released to the public and hence shouldn't be part of a paid package
- Playstation Premiere '07, which was released in the first CLOUD
- Square Enix Party '07
- Jump Festa '07 (Dec '06, really)
- TGS '06 (which may or may not have had a new trailer, considering there seems to be no description for it in FinalFantasy-XIII.net's news archives)
- E3 '06 reveal, which has been public almost since the beginning

Of course, the earliest trailers have nothing that aren't in the later ones, so putting them on there would be entirely useless. I suppose they could use the 15min version of the documentary and put everything that's ever been released on the disk, but that would seem really cheap because a significant portion of it would be things that have already been released.

You'll need to find a source on that, because the trailer descriptions don't seem to have enough material to fill up 14 minutes. As far as I can tell, they just added a few scenes like they've always done, so if the DKSigma trailers weren't 14 minutes (which they weren't - the whole Closed Theater was 40 minutes), the TGS trailers couldn't be, either.

It could be. But that would be depressing, because pre-'08 trailers aren't even worth having anymore considering how much of them we've already seen.

The release is two trailers that have never been shown publicly, gameplay footage itself and a 112 page book. I think that's a perfectly fine thing to charge for.

I wouldn't lose hope about seeing gameplay just yet. Even if the average time of the trailers is 5 minutes (which is unlikely, because some of the trailers have been released, some of them are timed to songs, and only one of those is over 5 minutes by even 30 seconds), the total time for nine trailers would be 45 minutes.

Since the Developer Documentary is 15 minutes and referenced in the Amazon page ("Reply from the developers"), it really should be in there, unless Amazon is lying about both that and the runtime.
